I use a WD Purple SD Card 128GB - in addition to help confirming if it is a camera or BI issue, it also serves as redundant backup in the event the computer or Blue Iris goes offline or is updating, etc.
Ghosting is usually a result of too high noise reduction, gain, and iframe difference too large. I wouldn't think that 30 NR is too high, so maybe try taking that down as low as you can go before you see too much noise.
Also make sure that each time you made a change, that the FPS and Iframes in main and substreams matched. And make sure that smart codec did not accidentally get selected during one of these changes.
And sometimes a good ole delete and re-add the offending camera back to BI can get it going, as can a reboot of the computer.

I just switched to these settings in the Cameras settings. Do I need to change to H265 within the Blueiris settings also?
I think we solved it! It must not have liked H264H!
You do not have to do anything in BI about changing to H265 other than restarting the camera in BI so that is closes the BVR file on H264H and restarts on H265.
