BAsed on the 2nd and 3rd videos, and others I caught but haven't uploaded, it seems to be IR as I'm not seeing pulses of white light in the color view
 
Countermeasures for traffic cams? Over exposure of the camera so his plate doesn't get captured? And can cameras deal with IR lights flashing? Regular colour can’t adjust very fast when the floodlights turn on.

Law enforcement and security company cams are set up a bit differently than most of the systems used here?

Googling suggests an anti collision light. It might trip sensors on following vehicles?

They make pulsed IR blasters and pulsed white light blasters for LPR purposes.

I think it is a bounty hunter looking for plates of warrants or stolen or repo vehicles.

I have seen that before thru mine as well.
I saw something similar last week coming from a police SUV. I'll go back and see if I can find the video.
