Hi, someone has sent me this video. Exactly the situation i am looking for. But i dont know is it real. He is connecting the hdmi output of an nvr, to the mobile device. Using the mobile devices screen as monitor. In situations you dont have a monitor.

HDmi to Usb-C adapter. If it will not, would it be possible to use Laptop screen get gui interface of the nvr ( using same method ? )

Yes you can.. Just keep in mind that the App in most cases require ads or you pay to remove ads and so I will show my Alibi 16ch NVR in 3 wide mode from my Samsung 21 Ultra. Because of the ads I can't show side ways because it crops the picture with an ad lol.. But here is a picture of it in long mode view..

Use a $10 USB Video Capture card dongle, as below:

EDITED 12/29/24 at 0555 CDT: FYI, there are versions with a USB-C connector for phone so no adapter from USB-A is needed but author of YT video did not show one. There's some on Amazon, like this one but author did not test, I believe. I'd go with it and return it if not satisfied.

Need to keep in mind that Hdmi cable needs to be 3m or less and the app I used is in the name of my jpg USB Camera. Not only software offered but was I was using. Might even find hdmi to usb device that offers software for phones? Also want to make sure your hdmi to usb device supports your phone format. Some devices might only support windows or Mac.
