Yes, USAID was started with good intentions .. and imho has many good pro-USA aspects.
( how much rot is there ? .. I doubt it is all rotten as some say, but know there must be some significant rot there )
The issue is that corruption has come into all of the US Government, and State Governments, and Education systems .. how to clean that up and reduce the deficit ?
No easy answers, USAID is just the first target, and pain will be felt for everyone in the USA as this process goes through. Better to tackle this mess now than to wait.
Unfortunately the big items in terms the of USA budget are scared cows and everyone is scared to tackle. USAID is easiest one to hit.
