DS 7216HQHI-K2 not Booting

I have a DVR DS-7216hqhi-k2 not booting

I have disconnected the HDD and coonected a serial TTL cable to try and reflash in case its a firmware issue.
On boot it shows System Startup and nothing else, I can't enter any commands as it remains on this all the time.
No output to the HDMI / VGA or any beeps, just the output to the putty console displaying System Startup

Had this problem with Hikvision NVR's and DVRs so many times. They seem very temperamental after a power fail or incorrect shutdown. Moved to the Dahua brand which seems less likely to have such issues.

Get dump from flash chip and be ready reflash it.

You need get dump from flashchip using flashprogrammer.
Next, check* & try rebuild dump with your system data.
Next, flash new dump...

*Check dump is not 100% garanty that main problem is in.
