I'm looking to grab a couple of second hand, paired Xeons and a dual CPU motherboard to run BI with 13 cameras. Would like to just make sure that BI plays nicely with a dual CPU setup before I take the plunge.

Cheers in advance :D

Please tell us the model/product number which Intel has assigned to the CPUs you want to purchase.

That pair would admittedly be a stop gap before looking to upgrade to either a pair or X5660s or X5670s. Would these be a better suit to my needs?

They could represent better value for me as I have access to these parts fairly cheaply.
If they do perform at double speeds over 2 CPUs, they'd be at approximately 16K Passmark score.

If you're going to go with the Xeon processors then I's definitely for with the X5660s or X5670s which appear to have nearly twice the score of the L5630.

@solarfreak Q2u is spot on. DO NOT use those processors - one of the worst options for BI. They are powerhogs (will cost you more to run then any savings) and DO NOT perform well with blue iris despite the passmark - there are many threads that corroborate this. Also there is no hardware acceleration. You are WAY better off with an i5-4590 optiplex or elitedesk that can be had for 300 dollars or less.

I personally just purchased a Dell OptiPlex 7040MT for my new home machine Freak. I added a 500GB SSD which runs Win10 Pro as the system drive. My total cost was $888.00. It is smoking fast.
