Electric Utility removes camera

A rental home diagonal from the back of my house, and one over, decided to mount a PTZ (A real shitty PTZ by the looks of it) to the utility pole about 15-20 ft up. The concern is that it can see multiple yards.

It was never really much a problem, as I assumed over the distance it could never make anything out in my yard, however the rental house that seems to have 10+ people living in it, is becoming more and more problematic. Shitty hispanic music played until 4am, you know, the usual. The owners will not do anything about them despite living right next door to them, so we are now on maximum nitpick mode for any and all violations, rule breaking, law breaking etc.

Not only is the camera on the utility pole which is not allowed, but its on the pole of the next house over, with an extension cord run up the pole for power. The other home is ALSO a rental, so they of course don't care either.
