FI8918W Installation Help

Hello everyone,
I had my Foscam FI8918W installed on my computer and I was able to view it while connected to my home WiFi. I was having trouble getting it to work from an external network, so I had my husband's techy cousin try to get it working. Well, somehow he managed to completely uninstall the camera on accident.
So now I'm trying to reinstall it and I'm having some issues. I connect it to the router with an ethernet cable and then open the IP Camera Tools program. It assigns an IP address to the camera ok, but when I click on the address to open it in my browser (Chrome), it tells me the connection was refused and that it can't open the link. I've tried googling the problem but the only results that come up are for when someone is trying to open the address on an external network. I can't even get to view the camera or settings.
Please help! I'm at a loss!

It assigns an IP address to the camera ok,

What address does it assign?
If you use a command prompt on the PC, what happens when you ping that address?
ie
ping whatever_the_IP_address_is
Is this address in the same range as that which the PC is using? What address is the PC on?
ie
ipconfig /all

If you're willing to download a program, the HeroSpeed IP Camera Search utility has always worked to identify all the IP cameras on my network, no matter what the brand. If the camera is attached and talking to your network, it should find it for you.

Did you get this corrected?
Best to reset the camera back to factory, and try again.
