I have recently installed Blue Iris (2 days ago) and received this error on several of my cameras.
Trawling through the forums I found several people mention this but non of the recommendations helped.
The main change that fixed the issue was turing off H.264+ / H.265+.
Below is the setup taht resolved the issue.
I Hope it is of help.

My Setup:
4 x HikVision DS-2CD2385FWD-I Cameras
2 x DS-2CD2185FWD-IS Cameras
1 x Intel i7 7700 CPU
1 x MSI 250M PRO-VH MB
1 x 16GB RAM (2 x DIMMS)
1 x M2 250GB HDD (C:)
1 x 6TB WD Purple HDD (D:)

Key BI config points:
- Folders stored on C: = BI / BD/ Alerts / New
- Folders stored on D: = Stored
- BI running as a Service / Service set to run under adminin user contect (not Local System Account context)
- Intel Hardware Accelleration = Yes(H.264) / do not enable VPP
- Text & Graphics Overlay = Disabled
- BVR file format
- Direct to Disc enabled

Key cameras config points:
- Time and Date stamp enabled
- Res = 3840*2160
- Bitrate = Constant
- Frame Rate = 10
- Max Bitrate = 8192
- Video Encoding = H.264
- H.264+ = Off
- Profile = Main Profile
- I Frame Interval = 15
- SVC = Off
- Smoothing = 51

P.S: Im not suggeting this is the "Most Optimal" setup, just what works for me.
