Free LPR Software

I'd like to get the HFW5241E-Z12E camera and set up an LPR system at home. What free, preferably open source software is available to perform the processing? I have a blueiris computer, with an nvidia gpu (T600).

I'd like to keep track of the cars passing by, so I'd like to get an MQTT message along with a jpg capture, and I can write code to save it to a database for further processing.

• openalpr: not free, $5/month minimum
• platerecognizer: not free for video stream, free 2500 image lookups per month?
• sighthound: free 1000 (image?) lookups per day

The OpenALPR is the product popular with LPR hobbyists. There's a free software program you can download and run in Visual Studio to store the volatile data from OpenALPR into your own SQL database, as well as store images locally, run reports, and alerts as you wish.
