FTP Folder Access

This may have been answered before, but I did not find it via Search. I have two Amcrest IP2M-841B cameras that I am trying to get working to FTP pics/video to a Windows 10 PC in my home. The configuration of the FTP server and cameras is fine. The issue is with Windows 10. The target folder is read-only and I cannot find any way to remove the read-only attribute.

I have tried several versions of changing the security settings, owner, etc., but no luck. Has anyone encountered this before and, if so, how did you solve it?

Those steps do not work with Windows 10 folders. The attribute will not be removed. I have Googled many potential steps to take and none have worked. At this point, I assume you cannot run an FTP server on Windows 10 and send files to it remotely.
