Full Color Night Vision Starlight Cameras

It's been awhile since I've been on here but does anyone have any suggestions for a camera that has full color night vision that doesn't require ir lights to see in full color? The camera would have to be able to clearly resolve the stars in the night sky with no video noise. I own the ipc-hfw8232e-z but its black and white when I watch the night sky with it and the frame rate is lacking when pushed to it's limits.
Any ideas or suggestions would be greatly appreciated.

These may be fairly close to what you are looking for, at reasonable prices. This has a fixed IR filter, so would not be 'full spectrum' in colour -

No IR light will help a cam "see" in full color. IR light is a different wavelength than the color spectrum we see in.
