Going crazy - POE Hikvision cam works, Amcrest won't - same cable

FWIW - this is a great example of CCA cable seemingly being a good cost savings costing a great amount of labor attempting to trouble shoot when trouble emerges.

This us why many of us recommending avoiding CCA cables even for normal non POE runs.

@jt777, if your answer to the above "did you power the camera with an external 12v supply?" is "YES", I'd say the cam is having an issue with POE.
OR the female Ethernet connector on the camera harness has a bad, burnt, missing or corroded pin. If the outdoor cam harness sits where rain can hit it, you better mummy wrap every connector with butyl rubber tape. I know most have that plastic tampon looking weathering device. Hard rains can and do get under this plastic condom mess corroding pins. Already repaired two Lorex cams from mother nature.
 
The switch is a NETGEAR 8 Port PoE Gigabit Ethernet Plus Switch (GS308EP) - with 8 x PoE+ @ 62W
These panoramic cams are rated at 802. blah blah AF. AF is a 15 watts max spec. The Hik Pano you listed has 2 sensors so it will pull all 15 watts.

Your switch is rather lacking on POE budget. 15 watts x 8 ports is 120 watts. Get a switch with a greater POE budget.

Going to 23ga is a game changer guys. Lower signal to noise on the line and many more positive aspects. If I buy any CAT Ethernet cable it is 23ga. Even 24ga copper Belden CAT 5e was lacking in raw bandwidth sending video files from a PC to another PC. Wouldn't saturate the full 1GB line speed. Ran all new 23ga that now saturates a 10GB line.

Of course web cams are only 10/100 items. My entire network will be nothing but 23ga 6A or fiber. Didn't even talk about aluminum clad wire. :puke:
