I thought it was an eight year old kid's models hanging from the ceiling till I looked closely. 
Looks like a target rich air space for the USB missle launcher battery sitting on the printer.

Clearly this install is in an earthquake prone area.
I'm thinking an apprentice was told to use a "doughnut" to allow a certain sized conduit to fit a larger hole, he decided to be a smarta$$ and that's the result.
Kind of like in Naval Air the Airman Recruits were told to fetch "a bucket of propwash"......or like summer camp "snipe hunting".
It probably tastes like one by now.....I thought it was a wax toilet ring
