Have a look at the WiKi in the blue bar at the top of the page. Lots of great information in there for every aspect of building an effective video surveillance system. The Cliff Notes in there are a great place to start. Then you can start to figure out what you need to do, set the goals for your system and start designing it. It is not really all that difficult but is certainly more complex than buying a "big box" NVR system with a bunch of cameras and slapping them up.
