This person walked by our house empty handed, but came back a minute later holding a large unknown item. They crossed the street and held the item away from our cameras. They also had a mask on.

I got the impression that this might be a female. The walking style was different, and they seemed shorter than the guy was. Maybe a friend of the first guy.
Good observation. This person's body shape and movement looks female to me as well.

The cellphone was in the right back pocket of the pants. While some guys do this, my impression is that many more gals do it.

That flashlight operator was up to no good.....looking in cars....and on a mission.....certainly wasnt looking for Fluffy, or Fido....
Looks like an empty five gallon water bottle.
Like bicycles large water bottles are popular with the criminal homeless around here.
