Hello, I am trying to use the 5231 model camera to perform nighttime license plate reading, but I encountered image skipping. Do you think the problem is with the shutter settings or gain? I have attached a video. Please watch. There is another 5231 camera installed in the same location with the same settings, but it has no problem

I don't know what you mean by "image skipping" but what I see is a rolling shutter because the exposure is too fast for the dark scene and trying to get an overview picture as well as a license plate.
You're also not likely zoomed enough. Unless you have those HUGE Euro type plates they can see from space...
Regardless, thats not the way to capture license plates at night with that camera.
You aren't going to have much success trying to do both wide angle overview and LPR with the same camera
It needs to be running 1/1000 or so and strong IR at 100% to see something like this
Show a real exported video clip with a car passing
