High GPU Utilization - CPU Upgrade?

Current Setup: I5-8500, 32gb RAM (never hits more than 8gb usage), Win 10 Pro, 500GB SSD For Windows, Blue Iris 4 DB, etc., 2 separate 1TB SSD for recording
CPU Utilization Before Issue - 40%
GPU Utilization Before Issue - 87%

Current setup is to run Blue Iris 4 as service only, PC not used for anything else.
Currently have about 17 cameras (some 4mp, mostly 6-8mp, most of them at 15-20fps, all at H264 and using Intel decoding), continuous recording 24/7 Direct to Disc, with motion alerts.
Up until 15 cameras I'm fine, CPU utilization averages 40%, GPU is at 87% utilization. If I enable the 16th camera, GPU goes up to the mid 90s, and CPU goes to 60s. If I enable the 18th camera, GPU maxes out, and CPU goes to 100%.
I've mixed and matched cameras, so it's not specific to the camera I'm adding, but it seems just overloading the system. I'm looking to invest some money and have been looking to upgrade to a I7-8700K - both what I have and the I7-8700K have the Intel 630 graphics. WIll the I7-8700K reduce the GPU utilization which seems to be what locks up the system, or is that irrelevant? Ultimately I'm looking to have around 22 cameras total. I have done all the tricks to decrease CPU usage (run as service, use intel decoding, etc.) Just looking to see what I need to add those extra few cameras. Thoughts?

Also, does BI5 have any affect on CPU/GPU performance?

Not one person that knows if the better processor will reduce GPU utilization? I'm speechless!

yes you have us all stumped. Strange, such a large forum, not a single thread about this unique subject or a wiki page...h264+ is not supported by blue iris you will miss footage.

Drop your frame rate down to 5. Unless you’re contractually obligated — or have an application specific requirement — to run high frame rates you don’t need 15-20 fps.

I’ve missed you Fenderlicious :)

Correction: h264h, not h264+. Most are now Amcrest cameras and the only option is H264h.
Either way I plan on upgrading the CPU, just curious about the GPU question in respect to a better CPU.
Also trying to figure out if i7-8700k will be powerful enough or should I go really Big for i9-9900k.
