Hikvision clear dome question

My new cam has a like frosted ring right below where the dome connects to the cam body. Is this normal because it is making parts of my image blurry.

This is a very common issue with fixed domes with IR embedded.
You have comments and solutions on HIK web.
The problem comes from the black foam who don't apply correctly against the translucid plastic, so what you see is the reflection of the IR leds who reach the angles of the lens.
Dust and greased covers (fingers) also produces this result.

Check these 2 points and be sure the cover was cleaned correctly

Thank you but this cam is PTZ with no IR. It is a ring around the upper part of the dome where the dome connects to the body. It goes around the whole dome so when I pan up toward the sky it gets very blurry. It is frustrating.
