hikvision ds-7608ni-e2/8p timestamp issue

i work security in a gated community we have multiple different nvr feeding into a central viewing area. all are fine except the ds-7608ni-e2/8p. it is set to pull time from the pool.ntp.org every hour but it gets stuck in 10 min time loops. i changed it to 0.pool.ntp.org and it would slowly get behind in time then about a day later it was stuck in the 10 min time cycle again. has anyone else had this problem and figured it out. i've had no luck searching everything seems to just say you have timestamp issue tell it to pull off a ntp server.

I use time.google.com, NTP port 123 and 60 minute intervals. Maybe give that a try.
