When the police won't crack down (Or take any action, period) on fake ones, its hard to see why I should bother to pay the $80 for registration when I can just fire up MS Word
So the bumper was found near the smashed blue car? and that same bumper seemed to previously live on a car you saw go by. nice captures, but pretty circumstantial...
They reported it happening around 9 and the car had to come by my property to get to theirs, and then right around 9 there is a car that matches the make and model, no other Scions go past

He didn't want his bumper back, well he never asked for it. He was looking to get in contact with the owner of the car he hit. I didn't have it, so I have this guys number. I ended up seeing the victims wife so I passed along the number
