How can I view cameras on multiple POE NVR?

How can I view the same POE cameras on multiple POE NVRs? I want NVRs in (3) locations, so people can view in each location whichever camera or cameras that they want to view. Not simply a splitter viewing the same POE NVR on multiple monitors. I am only able to find on YouTube using POE switches to view cameras on only one NVR not multiple NVRs. I don't understand why it is not possible to connect all the cameras and NVRs to one or more switches.

It is possible to view the same cameras on many smart phones, tablets and PCs, so is there a reason that they can't be viewed on many NVRs?

If all the NVR's were on the same LAN segment,,,,You could put each camera directly on a POE switch, give it a Static Ip address, of say....192.168..0.200 and use the the "Device Search" or "add device" menu in each NVR to locate that IP 192.168.0.200 and add it using the NVR's password,
