I want to configure one of my cams to be able to be seen on an admin level on my desktop and phone but I also want to restrict viewing this cam for user level phones/devices that don't have full admin rights. Can I do that?
How do I dictate if a cam is visible to admin only not user.

Yes, sort of. You can limit an account to be able to access only specific camera groups.
So create a group, assign to it all cameras you want normal users to be able to see. Then restrict all normal user accounts to only be able to see that group.
