how powerful of an Ethernet switch?

I have seven ip cameras that I plan to run off of a 8-port Netgear unmanaged switch. It has 83 watts of power total and each port can get up to a maximum of 30 watts. Is this strong enough to power my seven IP cameras? None of them are fancy PTZ cameras. Only one is vari-focus. My sense is that each camera will draw about 7 watts or less.

Is my Netgear switch strong enough?

Yes that should be plenty. In my experience a typical non-ptz camera uses less than 5 watts during the day, and less than 8 during the night with IR on. Granted it has been many years since I looked at usage numbers from my one managed poe switch that tells this stuff.

Point is, you are probably only using around 60-70% of the power budget at most.

When I look at the ip camera's specs, is the listed power consumption the average consumption or max consumption? For example, I have a couple of Dahua N42BJ62 cameras. The vendor's website says they draw 6.6 watts. Is this on average? Or maximum when its using its IR light?
