How to create a low humidity environment to put bullet camera back together?

So my Dahua LPR camera (see my sig for it) started fogging up. I bought new desiccant packs and have the camera apart but I read that I need to put it together in a low humidity environment so that I don't create the same situation by trapping moisture laden air in the cam when I button it up.

Living in a super wet area, are there any easy tips to do this? Someone said do it in a car with the AC on full but then I read an article debunking this method.... Thx for any help.

When I did resealing, I put the camera and silica packs into my dehydrator for a few hours. Then reassembled while hot.
