how to make c# or an exe file trigger a BI camera(s) to record

How do i get a c# program/code or exe file that causes a camera(s) to trigger.
It could be done via http or some other command. Program is on the same lan as BI
Needed as I cant get arduino to do this. I dont know the baud rate the BI used for arduino, and this is a work around
