I need advise on recommending hardware, please.

I'm looking to build a system with 25-32 IP cameras at 1080p, 2MP, 20fps, and Direct-to-disc with BlueIris NVR Software running on Windows 7 Pro 64bit. I currently have a system of:
- 16 IP cameras at 1080p, 2MP, 20fps
- BI on Win 7
- CPU, i7-4790, 3.6GHz
- RAM, 12GB

BI NVR software states the CPU is running at 49-65%. I would like to have the 25-32 cameras running at about the same CPU usage, what hardware do you reccommend?

You have something set wrong if your load is that high...your load should be in the 20's..
Have you enabled hardware acceleration?
Are you viewing on a local monitor or remoting in?
 
I am viewing it both local and remote with the BI app. I enabled hardware acceleration and all the cameras lost signal.
That is because you are using windows 7 AND running as a service. Either disable the service or run 10...your cpu will drop significantly with hardware acceleration..
 
Oh that thing is still going, did not know that. I have this program called Microsoft tool kit, and it activates almost anything Microsoft like windows 10 pro, and all office versions that need a product key.
The tool kit is an illegal activator..

ok, after changing the settings you suggested, I was able to get my current 16 camera system to 25-35% cpu usage. But what CPU do you suggest for a 25-32 camera system?
