Ideas or suggestions for a portable camera pole

Fully custom with Cradlepoint routers, strobes, two way audio, push alerts and texts to the superintendent, etc.

I found this one which may work. Still $1500 seems expensive to me.
 
I'm currently purchasing a Hikvision DS-2XS2T47G1-LDH/4G/C18S40 which is a solar powered, 4G, colorVu camera set up. Ideally I am looking for a stable yet portable solution for a camera pole that I can attach the Hikvision to. The camera can be mounted anywhere between 10ft to 30ft. My concerns are the stability of camera pole (swaying with winds), stability of the base (cannot be tipped over easily), portability (being able to move it from site to site in a fairly easy manner) and supporting atleast 30 pounds.

Anyone have any suggestions for a pole or a mount? I Ideally do not want to be digging holes and burying the pole if possible. Any suggestions would be appreciated.

PVC pipe is cheap & strong, and can be quickly assembled in pieces to be as long as you.want. And simply anchored to the ground by 3 or more nylon ropes tied to the pole and staked into the ground.

Also, you can buy a painters adjustable pole (for painting ceilings without ladders). But you would need to make your own base stand
 
How much do light towers go for at auction sites? Often not that much I think.
