I was wonder which of these 2 sensors is better suited for nigh vision:

IMX 123 (3MP camera) + Hi 3516D
or
IMX 290 + Hi 3516C
?

There's a lot of nuances when it comes to reading license plates. There's a pretty big thread somewhere in here talking about it. Might try doing a forum search for LPR, which I think is in that thread title.
