I'm assuming it's an R6 based on the link provided above, as well as:

Thanks. Go to the firmware update menu where exactly? In the current recovery mode state the web interface isn't accessible. The SADP tool doesn't have a firmware update menu. The Batch Configuration tool has an upgrade menu, but no diagnose button, and the SDK client demo app can see the camera but is unable to pull any settings from it.

So, open your ipc, connect to TTL2USB to your PC& show boot log.
Try update europe firmware file for R6 & put log her.
Give some useful informatio, attaching file what really happening
