installing a camera while it is under -5c (23f) to -10c (14f)

I should be able to install 1 or maybe 2 camera outside soon but it's going to be "cold"

This one will be installed for sure: hikvision DS-2DE3304W-DE

the camera is inside and online, warmer than the room temperature which about 20c (68f) to 22c (72f)

what is the best practice for installing camera in cold weather?

a. powering off the camera, keep it inside before the install?
b. powering off the camera, keep it a few hours outside before the install?
c. keeping it powered on inside?
d. doesnt matter, just install it and that it's?

Note that the DS-2DE3304W-DE has no IR light and is not great in low light. Ensure you have adequate lighting or external IR light.
I noticed that, I think I got a good place to put it when I install it outside, street light and movement activated flood light should make it a "better" night time camera. I got a thread in hikvision subforum showing result of the street light alone and asking advice on how to make it "better". I also ordered 2 more camera which have IR on them so this one should / could maybe be a supporting/secondary camera. I should be able to install during the holiday.
