Intel Hardware Decode causies issues

Hello. I have a very similar problem as CK42'S thread, but i wanted to post my own thread. I purchased a new Blue Iris license for a new DVR i am building. Everything works great with Intel Hardware decoding turned to "NO". When i turn it on, live video is fine, but all recorded video has ghosting and artifacts for moving objects.this is a brand new build, Windows 10 Pro, I7-8700K, MSI Z39-A PRO Motherboard and 32gb DDR4 mem. Dual Samsung128gb SSD RAID 1 for OS and Base-storage and 2x4tb for long term retrieval. My Iframe matches my frame rate, doing .264 codec, and direct to disk storage.

see bp's reply to your other posts. If the issue occurs on the local server the encoder options are irrelevant. as he suggested drop your bitrate, its way too high.

instead of replying to other thread, i am replying to my own thread.....

changes didn't have any effect. It works without Intel hardware decoding and it works live. it is just recordings which suffer.
