IP Camera not sending signal to Blue iris?

Hi im new in this forum, i have Blue Iris 4 running on Windows 10 LTSC with 2 usb capture cards and 2 same IP cameras. Everything is working fine except one IP camera that doesnt receive signal, even if in internet explorer i can view it just fine and even on my smartphone with ip cam viewer lite and there is no connection problem because i have a wifi repeater. It has the same setting as the other ipc (that works just fine and its the same brand and model). I now assume this is a Blue Iris problem, what can i do? Thanks

Insure both IP cameras and the BI (Blue Iris) server PC are all on the same network subnet and each has a unique, static IP.
On the "no signal " camera, in BI for the camera put in the IP address, username and password then click on "Find/Inspect."
