IPC-HFW5241E-Z12E LPR Night time problem

No - there is a street light across the street, here is a pic from my IPC-HDW5231R-ZE overview camera. You can just make out the pole through the trees on the far left, but from where my camera is located, the back of a car would not really illuminated

So is the Dahua Sunrise/Sunset Utility installed on a PC (the same one running Blue Iris) the best way to change the day/night profiles on a camera?

Yes, that is the best way. Both on same computer. I have that utility change all of by Dahua cams, not just the LPR one. The camera feature sucks for that switch LOL.
