IPC-T5442T-ZE - issues

What does the easy focus do .. or how would it impact with your focus issues? Page 13 in the manual .pdf linked above? Is your AF Peak close to your AF Max value?

I think the focus is fine, since during the day, the image is very clear.
I applied the changes offered here, waiting for a few face pictures to be captured (less people are walking at night due to the cold weather), I cannot test it myself since i'm far from the cameras for a while.
 
After adjusting the camera settings, this is what I've got (at night faces are not clear enough).
Can you advise what to adjust now?

That's about as good as you'll do with settings. The problem now is that the camera is too high. You need a more straight on shot to get the face. In each of those captures the subject is looking down so all you get is the top of the head and forehead. Get it down to around seven feet. It's not a long focal length camera and the subject appears to be close to it. Think about the angles involved.

I agree about the height, i'm not calling the shots for this property (i'm not the property owner, helping a family member).

Agree with @sebastiantombs your problem is mostly camera height.

That said, I’d try a bit faster shutter, maybe 0-8.33 and why have HLC turned on at just 1?
 
HLC is highlight control. It is normally used to reduce glare from lights or other bright objects. Very handy for LPR as an example.
 
It also darkens the overall image. Leave it off , try 0-8.33 shutter, then gradually turn it back on to 50,60,70,80 and see the difference. Faster Shutter will darken things too, so it’s a balance but work from the shutter first and try to adjust to it.

Unless you want to do this over weeks, have a buddy stand there so you can see real time changes.
