I wanted to share a finding that was new to me, and I didn't see this solution here (it could be here though). I replaced an old camera with a new fancy black IPC-T54IR overlooking a lawn. I was having wicked pulsing issues in the daytime. I used the Wiki (started here Troubleshooting Streaming Problems), read up in the forum, and tried some AI problem solving to no avail. I was chasing I-Frames, bitrate, everything encoding, Smooth Stream, quality,.... I could tell it was in the camera since the pulses were in the recordings.
Low and behold, my 2D NR setting was the issue. I was trying to keep NR low, and it was sitting at 20. The noise was tolerable at this setting, so I moved on during my initial setup. It turns out an increase in the NR level to 25 solved the issue completely so I could use my standard settings, 15FPS (with matching I-Frame), CBR, any bitrate, and 50 Smooth Stream.
Just a lesson I'd like to share with others that may be chasing their tail with pulsing. Crank up the NR temporarily.
