I have two new IPC-T54IR-ZE-S3 cameras with the latest firmware. When I try to create an IVS rule, I'm not able to save it. I draw the region where I want to have detection, but when I select "Next," I get the error that says, "Please draw graphics." I think something similar is happening when I use the Video Metadata to try and draw an exclusion area for vehicle detection. I draw the area, I click apply, it says everything is good. But when I go back in to that screen, the exclusion area is no longer there. Am I doing something wrong?

I use Microsoft edge on my windows computer and have absolutely no issues and I have the same cameras as you!
Thank you very much for the suggestion. I tried both Firefox and Chrome, but neither worked. So, I opened my Windows VM and used Edge. It works like a charm.

Between Edge and Edge in IE mode, I can usually get most any FW version working good. On occasion I use Pale Moon 32 for some older FW
I also hit this issue just now, new UI (3.0) but it requires old browser, not very nice.
In the older UI (2.0) I was able to draw IVS rules using Chrome and Firefox, now (3.0) I must use IE.
