Fix to this is to go into Hikvision UI, go to Network > Advanced > Network Service and enable Enable Enhanced SDK Service. Then in BI -> Camera Properties -> PTZ Control -> change port to 8443 (without the colon you are used to in front of it), then enable HTTPS. You'll now have full PTZ control again.
Although something is acting strange since now the cameras get more IO errors even though watching Wireshark and my network there are no issues.
Other fix. I had to change the HTTP port in my cameras settings, after a FW update. I changed it to one port, then changed it back to port 80. After that, BI was able to do PTZ over HTTP again. Who knows..
