Is there a standard base frame rate to record at for surveillance?

I know with the way mp's are going and manufacturer's boasting, it can easily get over inflated. So I'm wondering what is an acceptable frame rate to start with for day/night coverage?

Of course the answer depends on what's happening in the field of view, (old ladies pulling shopping trolleys directly towards the lens need less fps, lol)

For my own blurless'ish requirements that cross the fov then my answer is 20

I understand. For my own system, all my cams are 4mm and I run at 10fps.
