Is there supposed to be an Anonymous user on the list?

In BI5, I noticed there's a user called Anonymous along with LoCal_Console and "Admin"

What I'm most concern about is the anonymous user. Don't ever recall seeing it there in BI 4

It was there.
Just insure it's unticked if you don't want it active.
