Fry's Electronics has the Ivy Bridge i7 4930K on sale for $300. CPU Boss puts it very close to the Haswell i7-5930K at $570. Should I but the Cheaper CPU, or get into Haswell and hope the socket remains relevant long enough to upgrade later?

Both of those processors will require discrete graphics and use more power than say a standard 4790 or a 4790k....how many cameras are you running? What resolution?

I am planning to run 8 cameras. 2 of which I hope can pick up license plate numbers 50 ft away at 20 MPH.

Blue Iris. If that's the case, then I'm okay with it being over powered, as it can also function as a file server for my house, stream the occasional movie and pay bills on it..

But, looking towards the future, I'm still asking if I should purchase the cheaper Ivy Bridge or move into the Haswell socket

My advice would be none of those...that extra power will cost you over the years-its not just the higher tdp on the cpu, but the video card you will need as well-it will add power consumption, hear, noise (if not fanless) and a point of failure....simply buy a dell optiplex 7020 or 9020 with the 4790 from the dell outlet when they are on sale for about 500 or less.
If you dont want to wait, buy this one
