just installed Nqrok and it fixed my camera issue but how do I get the phone app and uI3 to work ?

it did fix my speed dome that was not responding to pzt controls
 
Did you follow the NGROK instructions on pages 207-208 of the Blue Iris help file? It lists the steps to set it up correctly.
was hoping someone without cataracts would read it and tell me what to do
 
Did you already copy your authtoken and ngrok address from the ngrok webpage into the Blue Iris Settigns > Web server page? Then did you update the WAN address on the BI mobile app to point to the ngrok address? Same with your UI3 URL when outside your LAN.

Make sure NGROK is actually installed. It used to be included with BI for a few versions but has since been removed. Install it if you haven't already:
Then, on the BI Web Server tab, enter your ngrok address into the WAN address field. It looks like you might have entered it into the LAN address field by mistake. Enable the checkbox to "automatically run NGROK," then paste your authtoken into that field.

I followed the link and started the download when Avast stopped it and I got this

since I got a crypto locker a few years ago I am really cautious and I stopped right there

If you feel more comfortable, you can download the installer from ngrok directly: ngrok - Online in One Line

Or just don't use ngrok...
well I want to use it as my speed dome liked the install of it, too bad I can't get it finished setting up so I can see my cameras on my other devices. I sent a request for avast to get it removed as a false positive but in light of the past few days they have been rather busy.

Ken helped me get it working. I had to go into avast and enable it, that re run the exe file, than get a new code to enter it in BI
