@ponyrider127 you have to configure the camera to be able to capture license places, need a lot of zoom and a good angle.

Thanks for the shoutout @jd415 - glad to be able to help you out! And I have learned from many here as well!

You have to set it up to read plates. It requires a camera with enough OPTICAL zoom to make the plate large enough on the field of view and then running fast shutters 1/2,000 at night and use the reflective properties of the plate to get the capture.

But as you saw in his example, the image is black at night - all you get are the plates and head/tail lights. So it cannot be an overview camera also.
