IIRC, that's the range you get when a device is set to DHCP (not static) and there is no DHCP server available or responding.

You probably should change the IP range for things but get it working first.
thanks. I found the optimizing blue iris threadWhat you'll also want to do at some point is to copy that same string into where it says Sub. Then change subtype=0 to subtype=1. That will be the substream for the cam. Read up on substreams. Using that will cut down resource requirements in BI a lot.
