Limit decoding unless required on the Camera->Properties->Video dialog

Can someone explain (or point me to some info that does) exactly what this option does and when you would or would not want to enable it.
Also related is the "Also Bvr" check-box across from the above setting.

I checked the help page for that dialog box, but it does not mention either of these options although it does show them in the screenshot of the dialog box.
