I am looking for a cheap indoor ip camera with built-in microsd card storage. I don't have internet access at the location where i am planning to install it. If i choose a wifi camera, do i still need a router or local network setup to access the onboard storage? What about accessing the same camera via 3G?

I think the Hikvision DS-2CD2432F-IW would fit the bill. It has a MicroSD slot (up to 64GB), is built for indoor use and has WiFi. Are you interested in watching the camera live, or looking at past recordings? I think (but don't quote me) you can log on to the camera itself and access the recordings. But yes, there has to be a way to remote into it, so you need an access point.

I think @OldStyle summed it up pretty good. That is the wifi cam that I see recommended the most around here. Also, I would guess no network is needed for this camera if your intention is to physically access the camera to remove the SD card to view the recordings, otherwise some network would need to be available for remote viewing.

For $50, you can get one of these working with BI (http://www.amazon.com/YI-Home-Camera.../dp/B016F3M7OM) working with BI. I followed the directions here (http://en.miui.com/thread-196713-1-1.html). The BI config is pretty straight forward (http://imgur.com/XfUizd7); you get both video & audio. The camera itself is nice; matches the Dropcam WAF ("wife acceptance factor") at 1/4 the price. It's physically identical to a Dropcam HD (not the bigger Dropcam Pro or Nest Cam). Here's some pictures - https://goo.gl/L3laSZ.
