The default max bitrate on the Dvr i have is 2048 for each camera. If i increase this to 9999 the quality of the image improves. Is there any downside to doing increasing the max bitrate like this?

Your storage will be affected, bitrate causes an increase in the size of the files.

Is the maximum bit-rate governed by the Nvr/Dvr or the type of camera?

I believe different DVR/NVRs have different max bitrates. My home DVR has a max of 6144, while the new 4208P-4KS2 NVR's I just installed show 9216 kbps. I see my Axis cams show a max of 24500 kbps!

Generally many here will advise running low FPS and bitrate but like you I have no shortage of disk space or bandwidth concerns so I tend to run most of my 2MP cams at 8192 kbps and 30 FPS. There is a clear difference in video quality with 4X the bitrate.

Interesting. I have a 7604 Nvr & a 7208 Dvr

7604 Nvr max bitrate is 8192
7208 Dvr max bitrate is 10240

The newer the model the higher the possible bitrate.

the NVR is going to have a maximum bitrate it can handle as a whole. you will need to divide this into your cameras as you see fit. the sum of all the cameras cannot exceed this. and i agree to max it out! storage is cheap

Seems a bit strange that the default setting is so low.

When I read the NVR5216 manual and play with bit rate settings I am finding that if I use VBR quality 6 and max out the bit rate to highest allowed the camera will send that bit rate even on an image that is static, seems odd as I would expect VBR to look at trying to maintain quality at lowest bit rate possible not to exceed the max setting. I don't see way to tell camera to try and save bandwidth unless the motion dictates the max bit rate.

From manual:
In VBR mode, the video quality changes
according to the bit stream value. But its max value is
near the specified value.

Oddly I can have a 2MP, 4MP and 8MP camera all with VBR and very static images all driving over 6mb/s seems very odd.
