Need a help, specific construction site scenario

Hi guys,

Need a help, or more an advice, how to deal with the following :

Need to set up an surveilance system,1 or 2 cameras, for the construction site, where only poor WIFI connection is available, and 3/4G possible.

Project should be run for a 8-12 months, with not so big budget, and priority would be a timelapse. 24/7 recording is at the bottom of the priorities, and the liveview option is somewhere in the middle.

Been thinking about the Reolink Argus or Go models, but no automated timelapse function is a big minus, and recording is possible just when something happens/moves. As this is a construction site, almost whole the time something will happen, so it basically means SD card will be full after 2 or 3 days, even with the low bitrate (64 GB sd card). Remote downloading these recordings after those 2 or 3 days wont work as mentioned earlier crappy internet connectivity on site. Reolink Cloud happens to be bugy from time to time, with some strange limitations.

Bad connectivity might be just enough for 1 camera to record to a remote NVR, through some DynDNS and so. Then recordings could be through some video editing merged in a timelapse, right? I do believe also that Dahua and HikVision NVRs are capable of programming a timelapse/taking snapshots per hour or so ?

Pretty much limited to Reolink, HikVision and Dahua solutions. Anyone with some better idea? Linking a camera(s) to an NVR/PC on site wont work because of the harsh weather conditions and so.
