need advice for picking programable camera

I am looking for a camera that I can instruct to send a continual stream of JPEG frames to a specific server.

Ideally the camera has the following specs :

• Outdoor (ip66)
• WIFI enabled
• Easy WIFI setup (host mode, set access point via mobile app)
• IR lights
• As mentioned, it should be able to - without further activation - just send image data continually to a server

I am a professional software developer, so if the camera is directly programmable it is fine. But a simple setting where you point to an URL to which the camera transmits frames would be enough.

Any ideas to which cameras can do the above? Or ideas on how I can achieve it ?
