Neeed some pointers for an IP-based security camera system

With apologies since this has probably been asked one thousand times before...

I do some work for a 501c3 organization located in a major metropolitan area. This organization opens it space for a variety of community events. Though there are essentially no real security issues, there have been some petty larcenies. As such, they would like to install a simple camera security system to record comings and goings.

Some of the features/capabilities being sought include:
  • The ability to manage up to eight cameras
  • Wireless data transmission
  • Low frame rate and/or motion triggered capture
  • Storage to a LAN-based server (a Windows 2008 Server has just been 'retired' and we intend to repurpose it)
  • An app, preferably web-based, to allow reviewing the captured video remotely (can be limited to the LAN)
  • Data storage for about two weeks unless images are flagged to be saved

We are not at all interested in a system to blasts data to the cloud.

Obviously, upfront costs are an issue, but there are those around who can install and maintain the system.

Can you please make some specific recommendations for systems and/or point me to some guides that can help me better understand my options.
